All persons are prohibited from using water in the city for the purpose of watering lawns and flowers and washing automobiles and trucks when the Mayor has declared that a shortage of water exists, except that the Mayor may designate certain hours when certain groups of persons may use water for the above purposes during the existence of a shortage of water.
