(a) A late payment (delinquency) penalty as prescribed in § 16.05 of the Fee Schedule (Appendix 1 of this Code) shall be imposed on any service accounts which are not paid within fifteen (15) days after said account becomes due and payable.
(b) A late payment (delinquency) penalty as prescribed in § 16.05 of the Fee Schedule (Appendix 1 of this Code) shall be imposed on any bulk sales accounts which are not paid by the forty-fifth (45th) day from the billing date.
