The office of City Secretary is hereby created and shall receive such compensation as may be fixed by the City Council. The City Secretary shall be appointed by a majority vote of the City Council. The City Council may remove the City Secretary by resolution for incompetency, corruption, misconduct, or malfeasance in office, after due notice and an opportunity to be heard in his defense. The City Council may also remove the City Secretary by resolution expressing no confidence, provided that two thirds of the council members vote in favor of said resolution.
