(a) The City Council may by a vote of a majority of the council members remove a municipal officer for incompetency, corruption, misconduct, or malfeasance in office, after providing such officer with due notice and an opportunity to be heard.
(b) If a resolution expressing a lack of confidence in a municipal officer receives a favorable vote of four council members, such municipal officer shall be deemed removed from office.
