§ 37.09  Limitations On Annexations
   The city shall not annex property in violation of the following limitations imposed by state law:
      (1)   The area to be annexed must be within the city's extraterritorial jurisdiction unless such property is owned by the city.
      (2)   The area to be annexed must be contiguous to the city limits.
      (3)   The area must have a width of at least one thousand feet (1,000') at its narrowest point, unless the property is contiguous with the city limits on two (2) sides or such annexation was initiated upon a written petition by an owner or a majority of the qualified voters of the area.
      (4)   If the area to be annexed is within the extraterritorial jurisdiction of another city, that city's permission is required prior to annexation.
