The Mayor shall establish dates for public hearings and the City Secretary shall publish notice of the public hearings in the official newspaper not more than twenty (20) days nor less than ten (10) days before the public hearings. If the area to be annexed contains any railroad rights-of-way, the City Secretary shall mail a notice of the public hearings to the railroad company by certified mail.
