Prior to the publication of notice of the first hearing, the Mayor shall cause to be prepared a service plan that provides for the extension of municipal services into the area to be annexed. This service plan shall be made available for inspection and explained to the inhabitants of the area to be annexed at the scheduled public hearings. The service plan shall be attached to the ordinance annexing the proposed area.
