The director shall endeavor to give notice of the nature, date and time of any parade or public assembly for which a permit is issued as soon as possible prior to the date of such event to all owners of property adjoining the city street, sidewalk or other public right of way where such event is to occur, either by serving copies of such notice on such property owners, by publishing such notice in a newspaper of general circulation, or by posting such notice along the route or at the site of the event. However, the provisions of this section pertaining to such notice shall be directory only, and the failure of the director to give such notice shall not invalidate a permit.
