ARTICLE I.  STREET NAMES AND NUMBERS (10-4-010 et seq.)
10-4-010  Street names and signs.
   The names of all streets shall be placed on all street corners. No person shall injure or obstruct any such street signs.

10-4-020  Base lines for street numbering.
   All lots or houses located on the north and south streets or on streets running in a northerly or southerly direction shall be numbered from Madison Street and a continuation of the line of Madison Street to the east as a base line, beginning with number 1 at the north line of Madison Street and increasing towards the north, and beginning with number 1 at the south line of Madison Street and increasing towards the south.
   All lots or houses located on east and west streets or on streets running in an easterly or westerly direction shall be numbered from State Street, and a continuation of the line of State Street in a northerly direction, as a base line, beginning with number 1 at the east line of State Street and increasing towards the east, and beginning with number 1 at the west line of State Street and increasing towards the west.

10-4-030  Direction prefix to street name.
   All north and south streets or streets running in a northerly and southerly direction, or having been numbered on the north and south house-numbering basis, shall bear the prefix “N”, or “S”, according to their location with reference to said Madison Street.
   All east and west streets or streets running in an easterly or westerly direction, or having been numbered on the east and west house-numbering basis, shall bear the prefix “E”, or “W”, according to their location with reference to said State Street.

10-4-040  Numbers to the mile.
   There shall be assigned to each mile 800 numbers, or 100 numbers to each one-eighth of a mile on all streets. Such numbers shall be changed from any 100 to the succeeding 100 at the intersecting street nearest the said one-eighth of a mile line, excepting on all north and south streets between Madison Street on the north and Thirty-first Street on the south, in which territory there shall be assigned 1,200 numbers between Madison Street and Roosevelt Road, 1,000 numbers between Roosevelt Road and Twenty-second Street and 900 numbers between Twenty-second Street and Thirty-first Street. The even numbers on north and south streets, or streets running in a northerly or southerly direction, shall be on the west side of said streets. The even numbers on east and west streets, or streets running in an easterly or westerly direction, shall be on the north side of said streets.

10-4-050  Assignment of numbers.
   The commissioner of transportation, responsible for maps and plats, shall assign or cause to be assigned the legal number at the entrance to any residence, place of business, institutional use or principal building that is located on any parcel of real property that has frontage on or access to a dedicated public street.

10-4-060  Information on numbers.
   The commissioner of transportation, responsible for maps and plats, shall inform the owner, agent or person in possession of such premises as to the number thereof at any time upon demand and upon payment of the proper fee.

10-4-070  Alteration of numbers.
   (a)   Whenever any house or building shall have been numbered or renumbered, in accordance with the provisions of this chapter, such number shall not be changed or altered without the consent of the commissioner of transportation, responsible for maps and plats. Nothing in this section prevents an owner, manager or developer of a building from displaying on the building, in addition to the assigned number, a trade name, historic name or other device, to identify the building. Every owner, manager or developer who displays such an additional identifier on a building with four or more stories in height in the central business district, shall register the identifier with the commissioner of transportation within 90 days of the effective date of this ordinance or the initial display of the identifier, whichever is later. “Central Business District” as used in this section is that area delineated as such in Section 9-4-010 of this Code. Any person who violates this section shall be subject to a fine of not less than $200.00 and not more than $500.00 for each offense. Every day that a violation exists shall constitute a separate and distinct offense.
   (b)   The commissioner of transportation shall forward within ten days of receipt to the office of emergency management and communications all registrations made pursuant to section (a) of this ordinance.

10-4-080  Mistake or conflict in numbering.
   In all cases where house or lot numbers have been assigned on any street in pursuance of this chapter, its shall be the duty of the commissioner of transportation, responsible for maps and plats, to adjust and reassign such numbers as the same may be required; and in all cases where there is a mistake or conflict in numbers said commissioner shall direct and make the proper adjustment of the same.

10-4-090  Size of figures.
   Each of the figures of every such number or numbers on any residence or apartment building shall be not less than three inches in length, and on any store or place of business not less than six inches in length.

10-4-100  Location of figures.
   All numbers shall be placed in a conspicuous place on or near the entrance or entrances to the building to which they are to be attached and on or near the lot line abutting the alley servicing the building. For a building with a garage abutting the alley, numbers shall be placed in a conspicuous place on such garage; for a building with a fence or such other structure abutting the alley, numbers shall be placed in a conspicuous place on such fence or other structure, so as to be clearly visible from such alley.
   On all places of business where awnings are used on the street level story of the building, such numbers shall also be displayed in a conspicuous place on such awnings.

10-4-110  Numbering required.
   It is hereby made the duty of the owner, agent or person in possession of any building in the city to number it in the manner herein provided.
   Any person, being the owner, occupant, agent or person in possession of any building in the city, who shall for 30 days neglect or refuse to number any building owned, managed or occupied by him in conformity with the provisions of this chapter, shall be fined $5.00 and a further penalty of $5.00 shall be imposed for every 30 days thereafter that he shall neglect or refuse so to number such building.

10-4-120  Violation – Penalty.
   Any person who shall violate, neglect or refuse to observe any of the provisions of this chapter dealing with street names and numbers, where no other penalty is specifically provided, shall be fined not less than $5.00 nor more than $20.00 for each offense.

ARTICLE II.  ARTERIAL HIGHWAY SYSTEM (10-4-130 et seq.)
10-4-130  Establishment.
   The streets and other public ways and parts thereof and parcels of real estate which the city council designates by ordinance as parts of the arterial highway system of the city shall constitute said system.*

ARTICLE III.  STREETS IN NEW SUBDIVISIONS (10-4-140 et seq.)
10-4-140  Laying out of streets.
   Wherever land is hereafter subdivided within the corporate limits of the city, public streets of a minimum width of 66 feet shall be laid out on the basis of one street located every one-eighth of a mile running in one direction and one street located every one-sixteenth of a mile running in the other direction. This provision shall apply to areas of the city where the contiguous land is already laid out on the basis aforesaid and also to areas where the contiguous land is not subdivided.
   In areas where the contiguous land has been previously subdivided on some basis of arrangement of public streets, either with reference to location or width, other than as specified above, the streets to be laid out shall conform in location, direction and width with those existing in such contiguous land.

10-4-150  Irregular boundaries.
   In new subdivisions where the land to be subdivided is bisected, intersected or bounded by diagonal thoroughfares, railroads or Indian boundary lines, or where the boundaries of the land to be subdivided are irregular by reason of the contiguity of rivers or lakes, the arrangement and widths of streets to be laid out in such areas shall be subject to the discretion of the commissioner of transportation, responsible for maps and plats.

10-4-160  Laying out of alleys.
   Whenever land is subdivided within the corporate limits of the city there shall also be laid out public alleys of a minimum width of 16 feet in the rear of all lots in such subdivisions.

10-4-170  Variations.
   In areas of the city where the foregoing requirements in relation to subdivisions cannot consistently be carried out, the arrangement, location and width of the public streets and alleys shall conform as nearly as may be to the surrounding territory, and such variation therefrom as may be necessary shall be subject to the discretion of the commissioner of transportation, responsible for maps and plats.

ARTICLE IV.  STREET GRADES (10-4-180 et seq.)
10-4-180  Grades established.
   Street grades shall be established along the curblines of the streets and shall run in a straight line from the established grade at any street intersection to the established grade at the intersection of the next street thereto, or to any established street grade between the intersections of such streets. The term “intersection of streets” shall be taken as the intersection of curblines and curblines produced at all intersecting and abutting streets.
   All ordinances fixing the grades of streets in the city shall be referred to the commissioner of water management, and shall be passed by the city council only upon the recommendation of said commissioner.

10-4-190  Public works and public improvements.
   All public works and public improvements shall be constructed in conformity with the street grade elevations established by the city council.

10-4-200  Unpaved alleys.
   The grades of the sidelines of each unpaved alley in the city at its intersection with streets shall conform to the sidewalk grades of said streets, respectively, and from said intersections shall rise at the rate of six inches in each 100 feet to meet at a summit.

10-4-210  City datum.
   The city datum is hereby established as a plane 17.640 feet below the bench mark cut on top of the bottom stone of granite base at the southeast corner of the Northern Trust Company Bank Building at the northwest corner of S. La Salle Street and W. Monroe Street.

10-4-220  Defacement of bench monuments.
   It shall be unlawful for any person to cover up, conceal, deface, obliterate, or in any manner to injure, erase, disfigure or change, the location of any of the standard bench monuments which have heretofore been established or which may hereafter be established by the city.
   Any person who shall violate any of the provisions of this section shall be fined not less than $100.00 nor more than $1,000.00 for each offense.
