There is hereby established a new fund entitled “Capital Investment Fund.” This fund shall account for receipt of funds and expenditures related to improving certain city properties, such as gateways, streetscapes, park and other project-based city property improvements. Grants and donations received for the purposes described herein shall be paid directly into the Capital Investment Fund.
