§ 139.09 FAILING TO REMOVE LITTER.
   Whoever being the owner, agent, lessee, occupant, or person in charge or control of any premises abutting a street, avenue, or alley, who shall fail to remove, with reasonable promptness, from the premises or from the portion of the sidewalk, driveway, or alley abutting such premises, all litter, debris, refuse, or rubbish of any kind, which may accumulate or be deposited thereon from any cause whatever, or shall through such failure permit such litter, debris, refuse, or rubbish of any kind, to be blown or carried from such premises onto adjoining or nearby areas, shall be guilty of a minor misdemeanor. Each day's failure to remove the same shall constitute a separate offense.
