Whoever shall drop or place, cast, lay, and permit to remain upon any streets, alleys, sidewalks, or public grounds of the city, clippings of wire, metals, pieces of broken glass or any other substance or material by which injury may occur to the feet of horses or persons or any personal property using such streets, shall be guilty of a minor misdemeanor.
