(A) The city safety-service director shall promulgate a complete set of rules and regulations describing in detail the procedure to be observed by any such licensee. He shall have the authority to change such rules and regulations and to revise the same whenever in his judgment the interest of the city requires such change or revision.

(B) The safety-service director is hereby authorized, with direction from the appointed Tree Commission, to promulgate a community forestry work plan to determine public policies for planting, maintenance and removal of public trees and shrubs.
(C) The safety-service director shall have the authority to change such rules and regulations and to revise said regulations and rules whenever in his judgment the interest of the city requires such change or revision.
