No person, firm, or corporation shall allow the accumulation, storage, or dumping on any premises in the municipality of any waste or unclean or unsightly matter, except in containers as hereinabove provided. The chief of police shall make a periodic inspection of premises in the municipality, and shall notify personally or by certified mail the owner or persons in charge of any premises which are in violation of this chapter to cease the violation within 20 days.
