No person, firm, or corporation shall discharge or cause to be discharged from any coal tipple, conveyor, truck, elevator, coal car, silo, factory, or premises, into any yard, coal yard, alley, or unloading lot, any noisome or offensive liquid, dust, coal dust, or any substance harmful to property or health of persons residing in or near such street, alley, coal yard, or public place, or suffer or permit any noisome or offensive steam, vapor, gas, smoke, fumes, dust, coal dust, harmful to property or health, to escape or be discharged from any chimney, coal car, truck, elevator, pipe, silo, or tipple or other vent on its premises.
