For purposes of this chapter the following words and phrases shall have the following meanings ascribed to them respectively.
(A)
JUNK. Any worn-out, cast-off, or discarded article or material which is ready for destruction or has been collected or stored for salvage or conversion to some other use, automobiles without license plates valid in Ohio. Any article or material which, unaltered or unchanged and without further reconditioning, can be used for its original purpose as readily as when new, shall not be considered JUNK.
(B)
RUBBISH. Wire, chips, shavings, bottles, broken glass, crockery, tin, cast or wooden ware, hoses, rags, dead weeds, stumps, tree trunks, brush, paper circulars, handbills, boots, shoes, ashes, metal, discarded parts and equipment, or any waste material other than garbage or offal.

WASTE. All trash, rubbish, garbage, wastepaper, nails, pieces of glass, boards, fruit parings, ashes, cans, bottles, glass, oil, plastics, or anything else of an unsightly or unsanitary nature, and all other refuse or discarded matter, but shall not include recognized by-products of any business or industry having commercial value and regularly handled in the ordinary course of business, unless such by-products shall be a nuisance or menace to public health.
