Said person may also be assessed a cost for towing services other than those described above and, in addition thereto, shall pay for any services performed by the city in order to properly maintain the impounded vehicle. Any person redeeming the impounded vehicle more than 14 days after the vehicle has been impounded shall pay $16 per day for outside storage and $20 per day for inside storage for every day beyond 14 days that the city stores the impounded vehicle.
   (B)   If the impounded vehicle is sold in accordance with the provisions of Cheviot ordinances or the Statutes of Ohio, the above charges shall be deducted from the proceeds of the sale before the proceeds are paid to the general fund.
   (C)   If the owner of an impounded vehicle filed with the safety-service director of the city a statement under oath, that the vehicle had been stolen and abandoned by the thief, or that the vehicle had been disabled, the mayor, with the recommendation of the safety-service director, shall have the power to emit all or any part of the storage or impounded charge.
