§ 76.23 PARKING IN YARD PROHIBITED.
   (A)    No automobile, motorcycle, camper, other motor vehicle, or boat shall be parked or remain on any unpaved portion of the front yard or any unpaved portion of a yard visible from the street in sections of the city zoned Residential, R-1, Multiple, or Office and Professional.
   (B)   It shall be an affirmative defense to division (A), and division (A) shall not apply to:
      (1)   Parking at times of emergency due to acts of nature;
      (2)   Parking at times when a resident is moving in or out of the premises;
      (3)   Vehicles present for the purpose of making repairs to the property or landscape;
      (4)   Overflow parking of invited guests of a resident during gatherings. Such guests may park for any period of time within a 24-hour period, not to exceed once per calendar month;
      (5)   Parking from Thursday through Sunday during the Harvest Home Parade and Harvest Home Fair.
   (C)   The safety-service director may, upon request, issue a special permit for parking upon a lawn.
