The safety-service director shall be authorized to provide for the installation, regulation, maintenance, control, operation, and use of parking meters on any street or part of a street, and on all other municipally owned property, where parking is permitted for limited periods only, and parking spaces are ordinarily occupied to capacity, and where, further, in his opinion, the use of the parking meters would tend to reduce over-parking in violation of the ordinances. He shall further be authorized to maintain the parking meters in good workable condition.
