The safety-service director is authorized and required to establish bus stops and taxi stands in such places as he shall deem to be for the benefit and convenience of the public. Every bus stop or taxi stand shall be designated by an appropriate sign or signs; if designated by a single sign, a bus stop shall include the 50 feet prior to the posted sign.
