(A) When snow, sleet, freezing rain, or other weather conditions cause or appear likely to cause, in the judgment of the mayor or a person designated by him, slippery or hazardous conditions which might lead to serious congestion or hazard, the mayor or a person designated by him may declare a "snow emergency." The mayor or a person designated by him shall also declare the termination of the snow emergency as soon as conditions permit.
(B) Snow emergency routes are defined as through streets, or portions of through streets, designated by official signs on one or both sides thereof, installed by order of the mayor or a person designated by him. The mayor or a person designated by him is authorized and directed to designate such streets as "snow emergency routes" which for the safety or convenience of the public and the accommodation of traffic should be kept open and clear in times of snow emergency.
(C) During the period of any "snow emergency," no vehicle may be parked on any "snow emergency route" as defined in this section, provided that special signs are erected indicating a snow emergency route.
(D) A vehicle parked on any "snow emergency route" at the time the snow emergency is declared, shall be removed by the owner within 3 hours if such emergency is declared between 6:00 a.m. and 8:00 p.m.; or prior to 9:00 a.m. of the following morning, if the emergency is declared between the hours of 8:00 p.m. and 6:00 a.m. Nothing in this section shall permit any vehicle to be parked in violation of any other parking restriction previously established by law or by erection of signs by order of the mayor or a person designated by him.

(E) (1) Any person who has received a citation tag notifying him of a violation of this section may, within 168 hours of the issuance of the citation, present the citation to the police department of the city and pay the sum of $40 for the violation, or register the citation for hearing in the mayor’s court.
(2) Any person guilty of a violation of this section three or more times in one year shall be required to appear in the mayor’s court. Conviction under this section shall subject the person to a fine not to exceed $100 plus costs of court.
(3) Whenever the recipient of a citation under this section does not pay the sum of $40 or register the citation for hearing in the mayor’s court within the time specified in this section, the fine shall be doubled. If a warrant is issued by the police department for the nonpayment, the person so served shall be required to appear in the mayor’s court and upon conviction shall be subject to a fine not to exceed $100 plus costs of court, subject, however, to the provisions of (E)(2) above.
