The mayor, the directors, and the several officers of the city shall attend the meetings of council when specifically requested to do so by council, and answer at such time questions put to any of them by any member of the council, relative to the affairs of the city under their respective management and control. The mayor shall make such recommendations as he deems wise, in writing, to the council for the welfare of the city.
