The Safety Service Director, or his designee, shall provide training to the parking enforcement officers which shall include instruction in:
(A) General administrative rules and procedures governing the parking enforcement unit;
(B) The role of the judicial system as it relates to parking regulation and enforcement;
(C) Proper techniques relating to enforcement of parking ordinances;
(D) Human interaction skills; and
(E) First aid.
