The executive head of the parking enforcement unit shall be the city Safety Service Director, who shall make all appointments and removals of parking enforcement officers, subject to any general rules prescribed by the City Council by ordinance. The Safety Service Director shall prescribe rules for the organization, training, administration, control, and conduct of the parking enforcement unit. The Safety Service Director is authorized to appoint parking enforcement officers who agree to serve on a voluntary basis or for nominal compensation, and persons with physical disabilities may receive appointments as parking enforcement officers.
