The safety-service director, with the approval of the mayor, shall be authorized to pay such other expenses for the operation of the special police unit, as he may deem necessary, reasonable and proper, including such expenses as may have been incurred prior to the passage of this chapter. This shall include workmen's compensation and other insurance as may be approved by council.
