No compensation shall be paid directly to members of the unit for services, but payment for services shall be paid into a fund to be used for purchase of uniforms or supplies for the unit or other necessary and proper expenses of the unit. However, the safety-service director, with the approval of the mayor, shall be authorized to pay such compensation as he may deem reasonable and proper, for services of members of the unit, whether to the fund or directly to members of the unit.
