§ 32.01 LISTING OF BOARDS AND COMMISSIONS.
   The following are the boards and commissions of the city:
   (A)   City planning commission. The council has established a city planning commission consisting of 5 members: The mayor, safety-service director, and 3 citizens, residents of Cheviot, who shall serve without compensation and who shall be appointed by the mayor for a term of 6 years. The term of one of the members of the first commission shall be for 4 years and one for 2 years.
   (B)   Civil service commission. The commission shall consist of 3 members appointed by the mayor. The commission is empowered to adopt and enforce rules consistent with the civil service law.

   (C)   Recreation board. The recreation board shall have the authority to supervise, equip, operate and maintain playgrounds, playfields, gymnasiums, public baths, swimming pools, and all indoor recreation centers. For duties, the board may employ play leaders, recreation directors, supervisors, superintendents, or any other employees.
      (1)   The board shall consist of 5 persons, 2 of whom shall be members of the school board of the city.
      (2)   The board shall be appointed by the mayor of the city and shall serve for a term of 5 years or until their successors are appointed and qualified, except that the members of the board first appointed shall be appointed for such terms that the term of one member shall expire annually thereafter.
      (3)   The members of the board shall serve without compensation.
      (4)   Vacancies on the board occurring other than by expiration of term shall be for the unexpired term and shall be filled in the same manner as the original appointment.
   (D)   Zoning board of appeals, see § 150.14 zoning board of appeals.
   (E)   Urban business improvement board.
   (F)   Board of health.
      (1)   The administration of all health matters in the municipality is vested in the Board of Health of the General Health District of Hamilton County. The public health services are those as required by the Ohio Revised Code and the Ohio Sanitary Code, except; the issuing of all plumbing permits, the inspections of all plumbing works, and the charges of fees thereof in the municipality.
      (2)   The services are provided for by written contract, entered into annually, between the municipality and the District Advisory Council of Hamilton County General Health District. The cost of the services are as determined by the district advisory council.
   (G)   Municipal parking authority.
   (H)   Board of review for tax appeals.

   (I)   Tax Department.
      (1)   The salary of the Tax Commissioner shall be as set forth from time to time by City Council.
      (2)   The salary of the Deputy Tax Commissioner shall be as set forth from time to time by City Council.
      (3)   The salary of the part-time Clerk shall be as set forth from time to time by City Council.
      (4)   The Tax Department is hereby authorized to employ two part-time employees as clerks at the hourly wage as set forth from time to time by City Council.
      (5)   The full-time members of the Tax Department shall be granted the following holidays each year: New Year's Day, Presidents' Day, Memorial Day, Independence Day, Labor Day, November Election Day, Thanksgiving Day, Christmas Day, employee's birthday, and Martin Luther King Day.
      (6)   The full-time members of the Tax Department shall be entitled to the following vacation with pay: five weeks after 20 years of service; four weeks after 15 years of service; three weeks after eight years of service; two weeks after one year of service.
      (7)   The city shall provide a full and comprehensive health insurance and major medical plan with a minimum of $250,000 Major Medical limit for all full-time employees of the Earnings Tax Department.

   (J)   Committee to authorize the purchase and sale of real property.
      (1)   There is created a three person committee, consisting of the Mayor, the Safety-Service Director, and the Law Director. The committee's purpose shall be to authorize the purchase and sale of real estate under the Neighborhood Stabilization Program administered by the Hamilton County Department of Community Development.
      (2)   With only the unanimous consent of all three committee members, the committee may authorize the purchase and sale of real property under the program. Any such purchases shall be subject to available funding and appropriations.
      (3)   Upon the purchase or sale of any property under the program, the committee shall promptly report the activity to this Council at its next regular meeting.
