Within ten days from the commencement of their term, the members of council shall elect a president pro tempore, a clerk, and any other employees that are necessary, and fix their duties, bonds, and compensation. These officers and employees shall serve for 2 years, but may be removed at any time for cause, at a regular meeting of the council, by a two-thirds vote of the members elected.
