The council shall meet in regular session at the council chambers at 8:00 p.m. on the first and third Tuesday of each month. Should any holiday fall upon the date for a regular meeting, the council shall appoint another date within the same month in lieu thereof. The mayor or any 3 members may call special meetings upon at least 12 hours' notice to each member, served personally or left at his usual place of residence.
