It shall be a public offense, punishable as hereinafter provided, and it is hereby declared to be a nuisance for any owner, owner's representative, contract purchaser, or any occupant of real property within the town, to maintain, cause, permit or suffer any growth of "nuisance weeds", as defined in section 4-2-1 of this chapter, to exist in or upon any premises in the town owned by or occupied by such owner, owner's representative, contract purchaser or occupant, or upon the boulevards or one-half (1/2) of any public roads, streets and alleys adjacent thereto.
