The goals to be achieved as a result of adopting an ongoing water conservation plan are as follows:
A. Improve the efficiency and life of the municipal water utility facilities;
B. Reduce both operating and capital costs associated with the operations of the municipal water utility;
C. Conserve a valuable and limited natural resource; and
