After installation, completion, inspection, testing and receipt of engineering approval, but before city acceptance for maintenance of any public improvements within a subdivision, the owner or developer shall submit record drawings of the public improvement plans in the form and with the content required by the city's public improvement construction standards outlined in chapter 6 of this title.
