Either prior to the approval of a final subdivision plat or prior to its recording and within the time framework, if any, specified in the resolution of approval, the owner or developer shall post, secure and file with the city clerk a final plat public improvement payment, performance and workmanship bond with appropriate evidence of security and file and establish an adjacent substandard roadway improvement guarantee and security in the manner, amount and form described respectively in section 11-3-5 of this title.
