8-2-11: WATER LEAKS, EXCESSIVE USAGE:
In the event of a complaint by a customer that a particular water bill is excessive, an authorized City employee will make a determination if it is due to a defective water meter or other fault of the City. If it is due to a water leak on the premises, no adjustment will be made without full City Council approval, as it is the customer's responsibility to repair any leaks. In the event the City employee makes a determination that it is the City's responsibility, then the employee will make a report to the City Clerk, for inclusion in the City files as to the reason, and subject to the approval of the City Water and Sewer Commissioner, the bill or bills will be adjusted by using an average as generated by the water billing computer of the use by that customer over the previous six (6) months, to determine the actual amount to be billed.
