A. Surcharge Rate: For waste strengths above normal strength of two hundred (200) mg/l BOD and two hundred fifty (250) mg/l SS, a surcharge of:
$0.024 per pound of BOD
$0.020 per pound of SS
shall be applied to process flow volume and measured waste strength quantities in excess of normal. It shall be computed by the following formula.
SCBOD = (x-200) x PF x 0.0000083 x $0.024
SCSS = (y-250) x PF x 0.0000083 x $0.20
where:
SCBOD = surcharge above the industrial cost recovery rate for BOD concentration above 200 mg/l.
SCSS = surcharge above the industrial cost recovery rate for SS concentration above 250 mg/l.
x = average BOD concentration in mg/l.
y = average SS concentration in mg/l.
PF = process flow computed as in subsection 8-2-9-2B of this chapter.
B. Waste Sampling: The concentration of wastes used for computing surcharges shall be established by waste sampling. Waste sampling shall be performed as often as may be deemed necessary by the City Council and shall be binding as a waste for surcharges. (Ord. 146, 1980)
