8-2-7: WATER USER CHARGES:
   A.   The charge for water service based upon the amount of water consumed each month as shown by water meters shall be as follows:
      1.   A minimum charge of thirteen dollars ($13.00) per month to all users whose water consumption does not exceed one thousand (1,000) gallons per month starting July 1st, 2021. On May 1st, 2022, such minimum charge will increase to fifteen dollars ($15.00) per month. After April 30th, 2023, the minimum charge for water consumption shall increase two percent (2%) annually on May 1st of each year.
      2.   In addition, a basic user rate of thirteen dollars ($13.00) per thousand gallons, prorated portion thereof, metered in excess of one thousand (1,000) gallons per month starting July 1st, 2021. On May 1, 2022, the rate will increase two dollars ($2.00) to fifteen dollars ($15.00) per month. After April 30th, 2023, the rate for water consumption shall increase two percent (2%) annually on May 1st of each year.
      3.   In addition to the above charges for water service, all water users, whether inside the city under this subsection A, or outside the city under subsection B of this section, shall pay a total of six dollars and twenty-five cents ($6.25) per month as a surcharge and in addition to the charges as set forth above starting July 1st, 2021. On May 1, 2022, the surcharge will increase twenty-five cents ($0.25) to six dollars and fifty cents ($6.50) per month.
   B.   Users Outside City: Users whose premises are outside the corporate limits of the city shall pay at twice the rate set out in subsection A of this section.
   C.   Water For Tank Wagons: Bulk water sold to tank wagons located at a location provided by the city shall be charged at the rate of thirty cents ($0.30) per thirty (30) gallons.
   D.   Building And Special Permits: Persons desiring to use the city water for building purposes, filling cisterns or for any special purpose whatever, shall make application to the city treasurer and pay in advance for the same, except when meter is attached, then the city treasurer will issue a permit for such specified uses.
