A. Hours Of Operation: All public parks in the City shall be closed between the following hours or periods, and no person shall enter or remain upon the premises of said public park in the City between these hours:
Central Park 10:00 P.M. to 6:00 A.M. except during such times as organized activities or tennis are taking place therein, in which case the closing hour shall be extended to 12:30 A.M.
Kelleher Park 10:00 P.M. to 6:00 A.M.
Redbird Park 10:00 P.M. to 6:00 A.M.
Silliman Park Sunset to sunrise
Catalpa Grove Sunset to sunrise (Ord. 193, 1984; amd. 2000 Code)
B. Closed Areas: Any section or part of any park may be declared closed to the public by the Commissioner at any time and for any interval of time, either entirely or merely to certain uses as the Commissioner shall find reasonably necessary. No person in a park shall enter or remain in an area posted as "Closed to the Public", nor shall any person use or abet the use of any area in violation of posted notices.
C. Use Of Parks:
1. Reservations: Permission shall be obtained from the Commissioner or his designee before participating in the following park activities: special events or organized activities requiring use of a park building or structure. Reservations may be obtained for the use of the park pavilion or any other facilities.
2. Liability Of Permittee, Bond: The person to whom a permit is issued shall be liable for any loss, damage or injury sustained by any person whatever by reason of the negligence of the person to whom such permit shall have been issued. A certificate of insurance or bond may be required for special group activities as a condition of issuance of a permit. The amount of insurance or bond required shall be at the discretion of the Commissioner in light of the anticipated attendance, length of time of use, facility to be used and past performance of the applicant or group seeking to obtain the permit, as a permittee.
