7-3-2: DEFINITIONS:

For the purpose of this Chapter, the following terms, phrases, words and their derivations shall have the meaning given in this Section. When not inconsistent with the context, words used in the present tense include the future, words in the plural number include the singular number, words in the singular number include the plural number. Any term in the masculine shall include the feminine and neuter. The meaning of any term not otherwise defined in this Chapter shall be as construed and interpreted in any other applicable City, State, and Federal law and ordinance.

ALCOHOLIC LIQUOR: As defined in the Illinois Liquor Control Act 1 .

CITY: The City of Chenoa.

COMMISSIONER: The Commissioner of Parks, Public Health and Safety, or his authorized representative. He shall act on behalf of the City, enforce the laws, maintain law enforcement, and maintain good order within the parks.

CONTROLLED SUBSTANCE: Is as defined in the Illinois Controlled Substance Act 2 .

GROUP: An assemblage of two (2) or more persons.

PARK: A park, reservation, playground, swimming pool, recreation center or any other area in the City owned or used, leased or controlled by the City and devoted to active or passive recreation. It includes public rights of way not part of the road surface.

PERMIT AND RESERVATION: Includes any authorization issued by the Commissioner pursuant to the authority of the City for a specified park privilege, activity or event or permitting the performance of a specified act or acts in any park or any designated portion of a park.

PERSON: Individual, company, partnership, corporation, incorporated or unincorporated association, or any combination of individuals, or any employee, agent or officer thereof.

RULES AND REGULATIONS: Includes any City ordinance, regulation or policy written or unwritten adopted by the Commissioner as authorized by the City Council.

VEHICLE: Any device, conveyance, or combination of conveyances, wheeled or without wheels (but excepting motor boats) propelled, towed, unpropelled or animal drawn, that in, around or on which a person or thing is or may be carried and shall include without limitation bicycles, scooters, mini-bikes, motorcycles, snowmobiles, any trailer in tow of any size, kind or description.
