1-6-5: MEETINGS:
   A.   Time And Place: The regular meetings of the city council shall be held at the city hall on the second and fourth Tuesday of each month at six thirty o’clock (6:30) P.M., except when the second and fourth Tuesday are on a public holiday, in which case the City Council shall meet at the same hour on the next day following, unless otherwise determined by resolution.
   B.   Special Meetings: Special meetings may be called by the mayor or by two (2) commissioners upon giving notice of not less than twenty four (24) hours to all members of the city council. Public notice of meetings must also be given as prescribed in 5 Illinois Compiled Statutes 120/2.02 and 120/2.03.
   C.   Open Meetings: All meetings of the city council, whether regular or special, shall be open to the public 1 .
   D.   Presiding Officer: The mayor shall preside at all meetings of the city council and at all times when the city council meets as a committee of the whole.
   E.   Quorum: Any three (3) members of the legislative department, which may or may not include the mayor, shall constitute a quorum to do business.
   F.   Rules Of Order:
      1.   Applicability: "Robert's Rules Of Order" shall govern the deliberations of the city council except when in conflict with any of the rules contained in this section.
      2.   Suspension: The rules of order, other than those prescribed by statute, may be suspended at any time by the consent of a majority of the members present at any meeting.
   G.   Order Of Business: The order of business at meetings of the city council shall be as follows:
      1.   Roll call;
      2.   Reading of minutes of previous meeting by the city clerk;
      3.   Reports of the city treasurer;
      4.   Bills against the city;
      5.   Reports of the city officers;
      6.   Petitions and communications;
      7.   Reports of commissioners;
      8.   Unfinished business;
      9.   New business;
      10.   Adjourn.
   H.   Addressing Meetings: No person other than the mayor or a member of the city council shall address a meeting of that body or any subcommittees or public bodies established under and pursuant to the ordinances of the city of Chenoa except under the following circumstances:
      1.   Each member of the public shall have a cumulative five (5) minutes of time on which to speak, unless permitted extra time at the discretion of the meeting chairman. The subject matter shall not be limited to topics on the agenda.
      2.   The appropriate time for addressing meetings shall be limited to the time period designated for public comment on the agenda, unless, at the discretion of the meeting chairman, public comment is appropriate for matters under discussion at any particular time.
      3.   The chairman may call a ten (10) minute break in the meeting any time where the chairman believes that public order will be enhanced by a break in the proceedings.
      4.   The foregoing rules for public comment may be altered at any meeting on the consent of a majority of the voting members present.
   I.   Rescinded Action: No vote or action of the city council shall be rescinded at a special meeting unless there are present at the special meeting as many commissioners as were present when the vote was taken.
   J.   Resolutions To Be Written: Upon request of any member of the city council, any resolutions submitted to the city council shall be reduced to writing before voting.
   K.   Disturbing Meetings Unlawful: It is unlawful for any person to disturb any meeting of the city council or of any committee thereof. Any person violating the provisions of this subsection shall be fined for each offense as provided for in the general penalty provisions of section 1-4-1 of this title.
