The city council shall be the legislative department of the city government, and perform such duties and have such powers as may be delegated to it by statute. (1964 Code § 8)
The city council shall also:
A. Determine the powers of and duties to be performed by each department and shall assign them to the appropriate departments;
B. Prescribe the powers and duties of officers and employees, and may assign officers and employees to one or more of the departments;
C. May require an officer or an employee to perform duties in two (2) or more departments; and
D. May make such rules and regulations as may be necessary or proper for the efficient and economical conduct of the business of the city. (1964 Code § 20; amd. Ord. 129, 1979)
