It is unlawful for any person to deposit anywhere in the city any uncovered piles of refuse, garbage, offal or carcasses of dead animals. Such refuse must be buried at least two feet (2') below the surface of the ground, or burned in properly constructed incinerators, or otherwise properly disposed of. Any uncovered piles of refuse are declared to be a nuisance. No hot ashes shall be placed in a wooden receptacle. (1964 Code §§ 416, 422)
