Historic preservation is declared to be a public purpose, and it is hereby determined to be in the best interest of our city to review and suggest improvements to plans for the construction, addition, alteration, repair, moving, excavation, and demolition of historic resources. The purpose of this chapter shall be to do the following:
(A) Safeguard the heritage of the city by preserving historic resources in the city that reflect elements of its history, architecture, archaeology, engineering, and culture.
(B) Stabilize and improve property values in the areas where historic resources are located by suggesting better alternatives to proposed renovation plans.
(C) Foster civic beauty throughout the entire city.
(D) Strengthen the city economy.
(E) Promote the use of historic resources for the education, pleasure, and welfare of the citizens of the city and the state.
