Whenever any property is developed in such a manner as to necessitate the continuation of existing parking facilities or the development of new parking facilities as required by this section, the requirements of this section will be waived if the property involved has been included in a Special Assessment District established to provide for the acquisition, development and maintenance of public off-street parking facilities.
