A suspension of any requirement of this chapter may be granted by the City Council in a particular case upon the recommendation of the City Planning Commission. Application for such suspension must show that there are special circumstances or conditions affecting the property in question; also that such suspension is necessary for the preservation and enjoyment of a substantial property right of the applicant. Also that such suspension, if granted, will not be materially detrimental to the public welfare or injurious to other property in the territory.
