(A) Where dead end streets are approved by reason of topography or for other reasons, the center line radius of the cul de sac at the end of such streets shall be not less than 40 feet.
(B) The maximum length of such streets shall be 400 feet, unless the Planning Commission deems it appropriate to waive this requirement.
