When any sign or advertising device is found by the City Manager to be in such condition as to make it immediately dangerous, he is hereby authorized and empowered to abate such nuisance by taking action as in his judgment shall be necessary to protect the public and property, including the authority to take down and remove such signs without notice to the owner thereof.
