§ 116.15  TAXI STANDS.
   (A)   The Council shall designate certain locations as taxicab stands or stands for motor vehicles for hire.
      (1)   The Council may establish such stands upon the recommendation of the Chief of Police/Director of Public Safety or the City Manager, or both, or without such recommendation, but no stand shall be established except with the approval of the Council.
      (2)   The City Manager shall recommend the number of taxicabs or motor vehicles for hire that shall be permitted to stand at any of the stands authorized by the Council. Such recommendation shall not become effective except with the approval of the Council, and the Council may approve of such recommendation or may establish regulations respecting the number of cars at such stands.
      (3)   The Chief of Police/Director of Public Safety shall cause to be attached to a post or stanchion a metal sign which shall state the number of taxicabs or motor vehicles for hire which shall be permitted to stand at such stand.
      (4)   No stand shall be established within five feet of the entrance to any building or within five feet of any crosswalk. The first five feet limitation shall be determined by measuring five feet on either side of a point at the curb, opposite the door or entrance of the building.
      (5)   The City Manager shall recommend, subject to the approval of the Council, additional stands for night use only.
   (B)   Only taxicabs or motor vehicles for hire in such number as are set forth on the metal signs, hereinbefore referred to, may remain at such stand while waiting for employment, and they shall be parked in single file.
      (1)   The taxicab standing at the head of such parked line shall not refuse to carry any orderly person who offers to hire such taxicab and agrees to pay the proper rate of fare; provided, however, that the foregoing provision shall not be construed to prevent any person from selecting the taxicab he may desire on the stand, whether it be at the head of the line or not.
      (2)   As the taxicabs leave the parked line with passengers, those in the rear shall move up, and any taxicab seeking space at such stand shall not approach the same except from the rear thereof and shall move up as closely as possible to the last car on the parked line.
