Each owner of a taxicab or motor vehicle for hire shall maintain on file with the City Clerk a signed and dated schedule of rates of fare which such owner intends to charge his patrons. After such schedule has been filed, such rates of fare may be changed from time to time, but in no case shall any change become effective until ten days after the new schedule shall have been dated and filed by the owner with the City Clerk.
