The operator of any licensed vehicle may, during the license year, replace the vehicle with another and shall be entitled to a license therefor at no additional cost; provided that no licensed vehicle shall be out of service for more than 30 consecutive days and provided further, that the replaced license is first surrendered to the City Clerk. Whenever any vehicle licensed hereunder is sold, the license issued therefor shall first be surrendered to the City Clerk.
