§ 116.05  REFUSAL TO ISSUE LICENSE.
   The Council shall refuse to issue a license when in its opinion there are licensed a sufficient number of taxicabs or motor vehicles for hire to adequately serve the public, when the use of the streets by additional vehicles would interfere with the public use of the streets, congest traffic or endanger the person or property of pedestrians or others using the streets, or when in its opinion the applicant does not possess good moral character.
